Certificate of Conformity (a.k.a Negative Certificate)
This certificate confirms that the export products do not require the Russian GOST-R certification, but is still required for the products to enter the Russian customs zone. The certificate is valid up until the revision of the Russian customs rules. The Russian Customs Commission (MRAV) publishes the list of products with respective customs tariff numbers where a GOST-R certificate is required on semi-annual bases. For those customs tariff number that are not included, the exporter is required to have a Certificate of Conformity.
This kind of certificate has a long processing time and serves and serves a conditional quality approval. See also "Voluntary Certificate".
