State Registration and Declatation of Conformity

Registration and Declaration

Sanitary-Epidemiological Certificate (a.k.a. Hygienic Certificate) was used to demonstrate product's adherence to Russia's technical regulations and sanitary requirements. Please note: Since July 1, 2010 Hygienic Certificates are no longer being issued. All previously issued Hygienic Certificates are valid until January 1 2012. Those products that were subjects to Hygienic Certifications now require State Registrations by RosPotrebNadzor – Federal Service on Consumer Rights Protection and Human Wellbeing. State Registrations are issued for the life of the product, i.e. have no expiration date and are accepted by all country-members of the Customs Union (Russia, Belarus, Kazakhstan). There are eleven groups of products identified as requiring State Registration. The complete list is available at For those products that previously were a subject to Hygienic Certification but are no longer among the product groups requiring State Registration, a Declaration of Conformity is required.
