Certification
GOST-R
Practically all goods exported to Russia are subject to some form of GOST certification.
GOST-R is a system of Russian national technical and quality standards that encompass
most industries and product groups. As in any other country, certification is required
to protect health and safety of Russia's population by excluding potentially hazardous
or unsafe products from entering the Russia's commercial space. A proper GOST-R
Certificate of Conformity is required for customs clearance, distribution and sales
in Russia and often is requested at the time of shipment.

Certificate of Conformity TR
On September 15, 2009 a new set of technical regulations, governing the production and
operation of heavy machinery and industrial objects, has been decreed by the Federal
Government of Russian Federation in the effort to modernize and simplify the GOST system.
The new law has been enacted on September 15, 2010, affecting the certification principles
and requirements within the GOST-R certification System. As a result, a new type of
certificate has been introduced – Certificate of Conformity TR (TR stands for "Technical
Regulation"), replacing the GOST-R Certificate of Conformity for certain types of products.
The new certificate is now required for products described as "heavy machinery and industrial
equipment." A more detailed and complete list of products requiring Certificate of Conformity
TR can be found here.

RTN Permit to Use
RTN (RosTechNadzor) Permit to Use is required for on-site commissioning and operation of
certain types of technical devices that fall in the category of heavy machinery and
industrial equipment. The Permit is issued by the Federal Service for Ecological,
Technological and Nuclear Supervision of Russian Federation for the period of five years.
The Permit may be issued for individual components as well as for the entire setup when
its component parts perform interrelated and enabling functions. Commissioning and
operation of heavy machinery, equipment and technical devices at industrial sites
without a valid RTN Permit is strictly prohibited.

Metrology
Certificate of Type Approval of Measuring Devices (a.k.a. Metrology Certificate )
is a document issued by the Federal Agency for Technical Regulation and Metrology
of Russian Federation. It certifies that the given measuring device and the type of
measurement it performs are approved for use in the Russian Federation. The
Certificate must contain the reference number used to identify the approved
measuring instrument in the State
Register of Approved Measuring Instruments.
Please note: the measuring device you are seeking the certification for might
already be certified and approved for the use in Russian Federation. Please check
the State Register to verify whether your product has not been registered and
approved for use.

Declaration
Declaration of Conformity is a document used by the manufacturer or supplier of
products to confirm products' safety. It is required at the point of entry to
Russia for customs clearance as well as onsite at distribution centers or retail
locations. Declarations are used in place of the Hygienic Certificates, formerly
required for personal hygiene, perfume and alcohol & spirits products. All
Declarations are mandatory, i.e. there are no voluntary Declarations of Conformity.
Unlike the Certificate of Conformity (GOST-R or TR), which is issued by the
federal Agency, Declaration of Conformity is issued by the manufacturer. They
are not printed on a Federal lettered and do not bear the GOST seal. However,
all Declarations must be registered by an accredited Russian certification body.

Registrations
Since July 1, 2010 State Registrations are issued in place of Sanitary-Epidemiological
Conclusion Certificate, also known as Hygienic Certificates. The Hygienic
Certificates are no longer being issued. All previously issued Hygienic Certificates
are valid until January 1 2012. Those products that were subjects to Hygienic
Certifications now require State Registrations by RosPotrebNadzor – Federal
Service on Consumer Rights Protection and Human Wellbeing.
