Zero rates of import customs duties are set for a number of important categories of goods: food, medicines, raw materials for metallurgy and construction, components for transport. The rates will be valid until September 30, 2022 inclusive.
Today, March 28, 2022, Decision No. 37 of the EEC Council dated March 17, 2022 “On Amending Certain Decisions of the Customs Union Commission and on Approving the Lists of Goods Imported into the Customs Territory of the Eurasian Economic Union in Order to Implement Measures Aimed at increasing the stability of the economies of the member states of the Eurasian Economic Union”.
In order to implement measures aimed at increasing the stability of the economies of the EAEU member states, amendments were made to paragraph 7 of the Decision of the Commission of the Customs Union dated November 27, 2009 N 130 “On the unified customs and tariff regulation of the Eurasian Economic Union”.
Paragraph 7 of the decision was supplemented with subparagraphs 7.1.39 – 7.1.47, and the relevant lists of goods were approved for which tariff privileges are established in the form of zero rates of import customs duties and the conditions for applying such tariff privileges.
In total, the lists contain 446 classification codes and product names, divided into 9 different categories (Appendices 1-9), namely:
Food products and products used in their production (Appendix N 1, clause 7.1.39). The tariff exemption for these goods is applied without regard to the intended purpose.
Goods used for the production and sale of food products (Appendix N 2, clause 7.1.40). It is required to submit to the customs authority a confirmation of the intended purpose of imported goods, issued by the Ministry of Agricultural Development of the Russian Federation (the executive authority of the Member State authorized in the field of agricultural policy), and containing information on the nomenclature, quantity, cost of such goods, as well as on organizations importing.
Goods used for the production of pharmaceutical products (Appendix N 3, clause 7.1.41). It is required to submit to the customs authority a confirmation of the intended purpose of imported goods, issued by the Ministry of Industry and Trade of the Russian Federation (the executive authority of the Member State authorized in the field of industrial policy), and containing information on the nomenclature, quantity, cost of such goods, as well as on importing organizations.
Goods used for the production of electronic products (Appendix N 4, clause 7.1.42). It is required to submit to the customs authority a confirmation of the intended purpose of imported goods, issued by the Ministry of Industry and Trade of the Russian Federation (the executive authority of the Member State authorized in the field of industrial policy), and containing information on the nomenclature, quantity, cost of such goods, as well as on importing organizations.
Goods used for the development of digital technologies (Appendix N 5, clause 7.1.43). It is required to submit to the customs authority a confirmation of the intended purpose of imported goods, issued by the Ministry of Digital Development of the Russian Federation (an executive authority of a Member State authorized in the field of information technology), and containing information on the range, quantity, cost of such goods, as well as on organizations importing.
Goods used for the production of light industry products (Appendix N 6, clause 7.1.44). It is required to submit to the customs authority a confirmation of the intended purpose of imported goods, issued by the Ministry of Industry and Trade of the Russian Federation (the executive authority of the Member State authorized in the field of industrial policy), and containing information on the nomenclature, quantity, cost of such goods, as well as on importing organizations.
Goods used for the production of metallurgical products (Appendix N 7, clause 7.1.45). It is required to submit to the customs authority a confirmation of the intended purpose of imported goods, issued by the Ministry of Industry and Trade of the Russian Federation (the executive authority of the Member State authorized in the field of industrial policy), and containing information on the nomenclature, quantity, cost of such goods, as well as on importing organizations.
Goods used in the construction industry (Appendix N 8, clause 7.1.46). It is required to submit to the customs authority a confirmation of the intended purpose of imported goods, issued by the Ministry of Industry and Trade of the Russian Federation (the executive authority of the Member State authorized in the field of industrial policy), and containing information on the nomenclature, quantity, cost of such goods, as well as on importing organizations.
Goods used in the transport industry (Appendix N 9, clause 7.1.47). It is required to submit to the customs authority a confirmation of the intended purpose of imported goods, issued by the Ministry of Transport of the Russian Federation (the executive authority of the Member State authorized in the field of transport), and containing information on the nomenclature, quantity, cost of such goods, as well as on importing organizations.
Also, a change was made to paragraph 15 of the Procedure for applying exemption from customs duties upon import
